Amber Williams, MBA, President & Chief Executive Officer (CEO)

Amber began her career at Southwest Medical Center in 1997 as a cash posting clerk in Patient Financial Services. She then transferred to an accounting assistant position in 2008, where she was promoted to Controller and Director of Accounting roles. Amber was named CFO of Southwest Medical Center in October 2014. She received her Bachelor of Science in Accounting and Finance and Master of Business Administration with a concentration in Healthcare Management from Colorado Technical University. She had served as Interim CEO since April 2022 before being named CEO in March 2023. Additionally, she also serves as a board director for the Kansas Rural Health Association. Amber’s dedication and expertise have been integral to the success and growth of Southwest Medical Center, showcasing her commitment to both professional excellence and community service.

Mark Cowan, MBA, RRT, RPSGT, RST, CPM, Chief Operating Officer (COO)

Mark came to Southwest Medical Center in October 1991 as a respiratory therapy student and has filled many roles during his career at SWMC. Prior to serving as Vice-President of Ancillary Services, Mark served as Vice-President of Hospitalist / Clinical Operations & Business Development and Interim VP of Operations while also directing the Respiratory Therapy, Sleep Lab, and Cardiac Rehabilitation services. He has assisted in implementing and directing several successful clinical support services during his time at SWMC. He graduated from Seward County Community College with an Associate of Applied Science in Respiratory Care, and from the Kansas University Certified Public Manager program. Cowan earned his B.S. in Business Administration with a focus in healthcare administration from Tabor College. In August 2021, he completed his Masters of Business Administration degree from Tabor College.

Sandra Cain, Chief Nursing Officer (CNO)

Sandra Cain has been a valuable member of the Southwest Medical Center family for more than 25 years. Prior to beginning her current endeavor, Cain performed an excellent job as the Director of Risk Management and Quality Improvement. Her leadership of numerous high-quality projects that enhanced patient outcomes left a lasting impression. Her tenure in this pivotal role proved her constant dedication to the organization’s objectives and guiding values, fostering innovation and progress in the delivery of healthcare. Cain gained experience and developed her passion for providing excellent medical care before assuming her directorial responsibilities. She oversaw several key nurse leadership positions at Southwest Medical Center. Cain’s educational history includes a Newman University Bachelor of Science in Nursing.

Doug Selsor, Chief Financial Officer (CFO)

Doug began his career at Southwest Medical Center in October of 2023. His extensive career in healthcare finance spans over 30 years, encompassing diverse care levels including acute, inpatient rehabilitation, and behavioral health. Notably, he recently held the pivotal role of Chief Financial Officer at two of Lifepoint’s behavioral hospitals in the Dallas-Fort Worth region, namely Wellbridge Healthcare of Fort Worth and Plano. His multifaceted expertise extends beyond this role, as he served as Treasurer and shareholder of Mayhill Health Care Partners, Inc., significantly contributing as Director of Finance and board member at Select Rehabilitation Hospital of Denton; a joint venture with Select Medical Corporation. Alongside his healthcare endeavors, Doug diversified his interests, serving as Treasurer and shareholder in Purple R5 Incorporated and owning a membership interest in MC Selman, LLC, reflecting his entrepreneurial spirit and commitment to various ventures. Doug holds a Bachelor of business administration degree in accounting from Midwestern State University. A lifelong love for the game of soccer, playing and coaching, he holds a Texas State level Class D license. An avid golfer who enjoys competition he participates in annual charity golf events that benefit Children hospitals, Hospice care facilities and Partners in Education to name a few. Blessed with three amazing children and two wonderful granddaughters, Doug and his wife, Carrie, have been married since 1988.

Jeff Gardner, MHA, ACHE, CMPE, Vice President of Practice Management

In January 2024, Jeff began his tenure at Southwest Medical Center. His dynamic and multifaceted healthcare career spans 40+ years of executive, administrative, and clinical healthcare experience. He served as a commissioned and non-commissioned officer in the United States Air Force and is a decorated veteran of Desert Shield/Desert Storm. Following his service, he worked in multiple senior leadership healthcare roles. He has spent the past 20+ years dedicated solely to executive-level physician practice leadership positions and possesses a wide-variety of key healthcare skillsets, core competencies, and regulatory experience. Most recently, he served as Chief Clinic and Outpatient Services Officer in Lake City, lowa and Senior Director of Operations in Blair, Nebraska. During both assignments, he led teams that achieved National Rural Health Clinic accreditation, increased productivity, enhanced patient satisfaction scores, and improved financial/key metric performance. He has served in various capacities with local civic organizations and educational institutions. Jeff earned his Bachelor of Science degree in Business Management, with a minor in Education, from Wayland Baptist University and his Master of Arts in Healthcare Administration from Midwestern State University.
